Cory Environmental concede the right to build a toxic waste incinerator

This is how Cory explained their withdrawal in March 2003 from a bid to renew planning permission:

RENEWAL OF CONSENT FOR THE CONSTRUCTION OF AN INDUSTRIAL WASTE INCINERATOR (97/0408/P) - LAND AT SEAL SANDS, BILLINGHAM

We refer to our above noted application for renewal of planning consent and your recent correspondence.

In our letter dated 11 April 2002, which accompanied our application for renewal and our letter of 3 December 2002 which indicated interest by waste producers to use the plant we said we were encouraged by the marketplace trends. We have continued to monitor the situation and to have discussions with these waste producers but we are having difficulty getting them to accept a firm long term commitment to use the new facility which in turn will be needed to underpin the financial viability of the scheme.

Moreover, the proposals in the current scheme which were originally put forward in planning application CS/2262/88 in December 1988 have been reassessed in recent months and various improvements both in terms of technology and to meet regulatory requirements introduced during the life of the project would be necessary. We are advised that these changes are of such significance that they would warrant a new application.

We have decided therefore, that we do not wish to proceed further at this time with the current application for renewal and instead we will continue to monitor the market trends and to have dialogue with waste producers. When we consider that the appropriate degree of certainty and commitment from waste producers can be secured we intend to develop and submit a new application based on modern technology which will meet all necessary requirements. We will for the foreseeable future retain the Seal Sands site for this potential use.
